Appendix S: The Public Accounting Legal Notice Templates

A public accounting movement needs more than anger, evidence, and public memory. It also needs formal notice. A notice does not need to be hostile. It does not need to be theatrical. Its purpose is to place a duty, failure, missing record, delay, or violation before the responsible person or institution in writing. It gives the authority a chance to respond. It creates a date. It identifies the record requested. It clarifies the remedy. It shows that the claimant is not merely complaining in the air.

Legal notices should be used carefully. Where a formal lawyer is required, the citizen should seek legal assistance. Where safety risks exist, especially in cases involving violence, land mafias, employer retaliation, family coercion, police pressure, domestic violence, sexual violence, or powerful local actors, notice should not be sent without advice. A written notice can protect a claimant, but it can also trigger retaliation if handled carelessly.

The purpose of these templates is not to encourage reckless litigation but to create disciplined written communication. Each template should be adapted to local law, facts, jurisdiction, and the claimant's safety. The strongest notice is not the loudest notice. It is the clearest.

Before you act

Do not send notices in dangerous situations without advice. A notice creates a record, but it also tells the opposing party that a claim is being made. That can trigger pressure. Protect the claimant first.

Each template should be adapted to local law, facts, jurisdiction, and the claimant’s safety. Where a formal lawyer is required, seek legal assistance. Read the full safety warning and the tone standard before sending anything.

General Principles for Notices

A good notice identifies the sender and the recipient, states the facts in order, names the duty, service, payment, record, right, or legal obligation involved, and requests a specific remedy within a specific time.

It should avoid insults, exaggeration, political slogans, and unsupported accusations. If corruption is suspected but not proven, state the missing record or suspicious pattern rather than declaring guilt without evidence. A notice should be defensible if later read by a court, official, journalist, employer, family member, or investigator.

A notice should include attachments where available: receipts, tracking numbers, official fee slips, photographs, messages, payment records, land documents, hospital prescriptions, complaint acknowledgments, and previous correspondence. The notice should list attachments clearly.

The sender should keep proof of delivery. A notice without delivery proof may later be denied. Use registered mail, courier receipt, email with acknowledgment, official portal submission, stamped receiving copy, or another lawful route that creates a record.
